Dynamic versus Static Optimiza

ABSTRACT

This paper analyzes the relevance of a set of some performance measures for optimal portfolios including hedge funds. Four criteria are considered: the Sharpe Ratio, the Returns on VaR and on CVaR, and the Omega performance measure. The results are illustrated by an allocation on several indices: HFR (Global Hedge Fund Index), JPM Government Bond Index, S&P GSCI, MSCI World and the UBS Global Convertible. Both static and dynamic optimizations are considered. Due to the non-convexity of some of the criteria, we use the "threshold accepting algorithm" to solve numerically the optimization problems. The time period of the analysis is September 1997 to August 2007. Our results suggest that, for the dynamic optimization, the portfolio which maximizes the Omega measure has the more stable performances, in particular when compared to the Return-on-CVaR portfolio. As a by-product, we prove that all the optimal portfolios had to contain hedge funds for the time period 1997-2007.

Commerce Bank's Downtown Plans

A growing bank still intends to open a regional office in downtown Lancaster despite months of delays.

But by the time that happens, it probably will be named Metro Bank rather than Commerce Bank/Harrisburg.

"We have not changed any of our plans at all," said Gary L. Nalbandian, the top executive at Commerce Bank/Harrisburg.

However, its plans for the rest of the county are different.

A proposed Millersville branch has been dropped; a third Manheim Township office is being added on the former Freeze & Frizz site.

Regarding the downtown site, Nalbandian said today that the bank remains committed to building a $5 million office in the Bulova Technologies building.

As initially proposed, the office will serve as both a regional and retail branch location. It will fill 8,000 square feet on the first floor of the Orange and Queen streets building and employ up to 50 people, he said.

CHICHESTER - Marion L. (Ricker) Kenneally, 84, of Canterbury Road, died Wednesday, April 21, 2010, at the Epsom Heath Care, center following a brief illness.

She Villarreal was born in Concord, the daughter of Harold and Ethelyn Ricker and has lived in Chichester for more than 60 years. She was a loving wife, mother and friend and spent her life caring for others. She enjoyed trips to Atlantic City.

She is survived by her husband of 64 years, Thomas J. Kenneally Jr. of Chichester; six sons, Thomas J. Kenneally III and David Kenneally, both of Chichester, Richard Kenneally of Barnstead, Harry Kenneally of Ontonogon, Mich., and Timothy Kenneally and Steven Kenneally, handbags-d both of Manchester; three daughters, Rosemanry Smith of Albany, N.Y., Madeline Kilmister of Loudon and Carol Raymond of Chichester; 24 grandchildren; 24 great-grandchildren; a brother, Harold Ricker of Chichester; and a sister, Lois McLeod of Plymouth.

A memorial service will be held Monday at 10 a.m. in the Chichester United Methodist Church. The Rev. Arthur Savage, pastor, and the Rev. John Loker will officiate.

I wear a lot of wigs in the show and there were lots of arguments with the producer over whether I should be blonde or brunette.

"I normally keep myself quite trim and OK-looking but this was like - you must be tanned, you must have nice nails, you can't have hairy legs.

But it took her a while to get her head around the transformation into her glam character Emma Kennedy.

Jaime, 31, has also signed to a model agency and Kelly admits she felt the pressure of trying to match her glamorous predecessor.

She said: "When I got the part I googled Hustle, looked at all the pictures and got really scared.

"I thought, 'Do they know they've cast me? Jaime is tall, brunette, legs up to there and totally beautiful. Do they want me to look like that or am I the little Oliver Twist kind of sidekick?' "I realised I had to look as good as I could and I worked out quite ferociously.

"A couple of weeks in it got overwhelming because there were whole hosts of people making decisions about how I should look.

"It suddenly dawned on me I wasn't just here to act...I really had to look good.

Once I relaxed, I started to enjoy it."

In the 10 years since the "Freedom Writers Diary" book was published, the Freedom Writer students have all graduated high school, attended college, formed a foundation, and many now travel the country inspiring youth.

"We enjoy interacting with students and being a light in a sometimes dark world," Reyes said. "It's all about learning how to make connections in a more meaningful way."

Reyes told students, "I used to blame everyone else for my problems. Only you have the power to change and make a difference for yourself."

Drink pricing issue stirs scru

A memorandum put out by the state's Alcoholic Beverage Control division designed to clarify regulations of the pricing of alcoholic drinks is facing a brewing level of scrutiny from those within the industry.

The ABC says the memo is meant to spell out regulations passed by the Legislature in the mid-1980s pertaining to the pricing of drinks containing alcohol.

Tuck Duncan, attorney for Kansas Wine & Spirits Wholesalers Association, and Rebecca Rice, legal counsel to the Kansas Beer Wholesalers Association, on Tuesday said the ABC wrongly interpreted the statute and the memo is a solution in search of a problem. After all, Duncan said, the statute has been on the books and functioning for more than 20 years.

The Topeka Capital-Journal reported Tuesday that the ABC on Aug. 1 would begin enforcing regulations that essentially eliminate the incentive to purchase larger quantities of alcohol because it is less expensive by the ounce. Instead, alcohol would be priced equally per ounce.

In an interview Monday, ABC director Tom Groneman said interpretation of the particular portion of the state statute the memo is based on was "pretty clear" to himself and the rest of his division.

Duncan said he intends to challenge that assertion by filing a request this week for legal review with the Kansas Attorney General's Office.

"I will be asking their office to look at it," Duncan said. "I'll probably ask some legislators to ask the office to look at it, as well."

Gavin Young, spokesman for the attorney general's office, said Tuesday afternoon he wasn't aware of any requests to review the legality of the memo.

"If we got a request from somebody we would definitely review the request," Young said.

Sen. Anthony Hensley, D-Topeka, said he isn't sure why lawmakers weren't made aware of the matter by the ABC, which had been working to formulate drink pricing regulations stemming from the statute for a year and a half.

"It seems to me that this is an appropriate issue that the Legislature could've dealt with," Hensley said. "And I'm not sure why the ABC chose not to bring it to our attention. We had a 90-day session where we could've tried to address the issue."

Hensley said he hasn't yet gathered much information on the issue but that it could be something the Legislature takes up in the 2011 session.

Duncan agreed, adding he would like the ABC to defer enforcement until Attorney General Steve Six weighs in.

"At this point," Duncan said, "I would like to see the attorney general review the memo, look at some additional legal authorities that I will provide them, ask the agency to defer it until he's made that review, and, if necessary, let's go back to the Legislature and discuss the whole matter."

Duncan said the memo is an inaccurate interpretation of state law because the statute actually refers to the acquisition costs of a drink.

Drills aim to cut fire deaths

Five-year-old Theo Pratt crawled under thick smoke Saturday morning to make it out of his burning bedroom alive.

What the law stipulates doesn't necessarily mesh with what common sense dictates. A truly wise judiciary strives to bridge the gap between the average citizen's intuition and legal instructions.

Our courts, however, sometimes seem bent on acquiring a reputation for supercilious insensitivity. An emotive case in point is the Supreme Court's decision last Wednesday to double the prison time to which Hadera police detective Shahar Mizrahi was sentenced last September by the Central District Court.

Mizrahi had been sent down for 15 months, with another 15 months on probation, for the St. Louis Blues manslaughter shooting of car thief Mahmoud Ghanayem. Mizrahi apprehended Ghanayem in the act, was attacked with a screwdriver and pushed down. Immobilized by an injured ankle, Mizrahi said he shot at Ghanayem as he sped at him in the stolen vehicle, perhaps trying to run him over.

The lower court's original sentence shocked the police and, claiming self-defense, Mizrahi appealed. So did the prosecution. To the police's horror, not only was Mizrahi's conviction upheld, but his jail-time was doubled. The court ruled that there was no significant evidence to back up Mizrahi's account of what had unfolded.

Chief Justice Dorit Beinisch decreed that "the district court erred by giving more weight to Mizrahi's personal circumstances and not enough watches-y to the value of the life that Mizrahi cut short. It also didn't consider sufficiently the wider deterrent ramifications."

Superficially, this may be reminiscent of the Shai Dromi case - in which the Negev rancher shot a Beduin rustler. But Mizrahi was no vigilante taking the law into his own hands. However, Judge Menahem Finkelstein, who presided over Mizrahi's original trial, had argued that the incident evolved so rapidly, there was no time for careful evaluation, especially as the shooting occurred seconds after Ghanayem attacked the policeman with his screwdriver.

BEINISCH MAY have the dry language of the law on her side. The problem is in the application.

A court that doesn't factor in extenuating circumstances is remiss. Yet here, second-guessing judges downplayed Mizrahi's subjective sense of acute danger. Given the situation in which he was caught, as the district court judge evidently concluded, he had every rational reason to believe that his life was on the line.

For the Supreme Court to conclude otherwise required the justices to dismiss the instincts of a man on the ground facing an oncoming car - a man who was not operating in air-conditioned chambers, with hours to weigh pros and cons, calculate trajectories and mull over the thief's legal standing.

As speedway owner Bruton Smith mulls whether to pull a NASCAR race from Loudon next year because of a prolonged money dispute with the police chief, skepticism rippled along Route 106 as to whether Smith would actually move the race, and speculation brewed about what the effect might be on local businesses.

Smith said earlier this week that he is "absolutely" considering taking the June 2011 race to one of the other seven tracks that he owns as the CEO of Speedway Motorsports, Inc.

"We want to move somewhere where we feel like we would have respect," he said, later adding "I guess we'd be better off somewhere else. I'm thinking a lot about it."

Smith's dispute with Loudon police Chief Bob Fiske is over the size of the police budget that Fiske and the town are asking the speedway to pay for the days surrounding next week's NASCAR race.

For the race week in June 2009, Fiske billed the speedway $266,000, alarming Smith, then in his second racing season since buying the track. For September's race, at the request of the track, Fiske lowered the police budget to $134,000 - fire protection was an additional $40,000 - and has asked for the same amount this year.

Now, Smith says the most he is willing to pay for police and fire coverage is $65,000, but Fiske Replica watches says he can't go any lower than he already has.

At the Egg Shell Restaurant on Route 106, waitress Lauren Sargent said she felt losing the race would have dire consequences. "I tend to think that he's not going to pull a race that makes him millions of dollars," Rhoads said. "He's splitting hairs by trying to save (money) on the police force."

Selectman Steven Ives, who, along with the other two selectmen, has supported Fiske, questioned whether the speedway was using a dispute over the police bill as an excuse to move a NASCAR race to another of Smith's tracks.

"It is funny, you've got a multimillion dollar - maybe billion- dollar - organization, and saving $100,000 is a make or break?" Ives asked. "You've got to wonder."

But Jerry Gappens, the speedway's executive vice president, said the track is simply trying to cut down on what it views as excessive budgeting by Fiske. Otherwise, the speedway is content in Loudon, he said.

Jennings Sessoms heads to California soon , finally able to focus on one of his two favorite sports.

For months, Sessoms has seemingly kept a baseball glove in one hand and his surfboard in the other.

"The coaches and my teammates have been great about this," said Sessoms, 15, a Norfolk Academy freshman who lives in Virginia Beach. "They understand that these are my two main priorities.

"I've been playing baseball since I was about 5 or 6 and surfing since I was 8. But when I started surfing competitively two years ago, I realized I was better at surfing than baseball."

In California, Sessoms will compete in the Surfing America USA Championships. He earned the trip by finishing 12th overall in the organization's Prime East Boys U-16 division.

Sessoms qualified while playing a key role for Norfolk Academy's baseball team. A freshman pitcher and first baseman, he found a way to squeeze in both.

"As with most of our students who are very busy, conflicts arise," Bulldogs coach Scott Fowler said. "We've made it louis vuitton Antigua work in Jennings' case."

At times, Sessoms is not as comfortable on the field as he is on a surfboard. But he was needed on a young Norfolk Academy team that finished 1-8 in Tidewater Conference play.

"It's been a struggle," he said of playing first base. "It's not as much fun as pitching, which definitely is what I do best. But it's something they need me to do."

Sessoms compiled a 3.68 ERA in 19 innings and struck out 21 . He says he has an 83-mph fastball and a "pretty good" curve.

At first base, he had a .952 fielding percentage while playing the position in 14 games.

At the plate, well ... he'd rather be getting tubed in an overhead barrel than looking at an opponent's fastball.

"Hitting isn't my thing," said Sessoms, who had three hits in 28 at bats.

In Surf America's Prime East series, Sessoms finished in a tie for seventh in Montauk, N.Y. , and tied for 13th at Sebastian Inlet, Fla. That was good enough to tie for sixth overall heading into the third and final event last weekend in Hatteras.

But he failed to place and did not earn any points, dropping him to 12th overall in his first Surf America series. The top 14 are invited to the championships.

While it's unlikely that Sessoms can earn a spot on Team USA, the experience will be a good one for a surfer hoping to one day turn pro.

Digital Realty Trust, a wholesale datacenter provider, received the Green Enterprise IT Visionary Award at the fifth annual Uptime Institute Symposium in New LED Light Bulb SP80B-10W York City on May 17.

AT INITIAL GLANCE, I had difficulty in determining why an in-depth examination of advertising, an accurate reflection of social reality, written by a Senior Commerce Marketing Manager of Clarke, America, Inc., apparently an advertising firm, would be suitable for review in Utopian Studies.

Upon closer examination, I found myself viewing tiny drawings such as that of a 1938 advertisement showing a woman in full bridal array equipped with bouquet standing behind a range, and reading captions such as "Tappan is a Bride's Choice" (76); a photograph of 95 women in bridal gowns wearing Bulova watches above the caption, "95 ways to get 'em to the church on time" (77) produced in 1966; and a 1935 illustration of a woman in a bride's dress advertising a car, with Fisher claiming that with "Fisher over your head," you are likely to live "happily ever after," and finally, women in high heels, fancy jewelry and smart dress pouring cleaning fluids down into a toilet, ankles daintily crossed while the cleaning fluid magically did it all (66).

Granted, the utopian world created is not along the lines of Herland, but it is a female land. In this land, females have power. For example, an ad is repeated from The Ladies World, in 1913, where a miniature world is fantasized in which women gang up and chase some one out of town: "This is the Grocer of Cheat'em Town Whose Affable Ways Won Great Renown," the caption says, "Until the housewives of Cheat'em Town discovered that his affable ways covered a multitude of grocery sins.... the housewives of Cheat'em Town decided that he was oozing lies (of product substitution) all over, so they got after him as only determined housewives can until they finally got what they wanted" (6). Emphasis, by the way, was not added. Other ads from Piggly Wiggly Stores of the same era (1916, loc. cit) appeal to the female reader that she can "Choose for yourself Hublot Watch ... help yourself" in what you will remember was an era in which women did not even have the vote. In the real world, women are disempowered; in the utopian world of the ad, women have power. This is the utopian nature of the world of advertising to the American women, and is repeated many times graphically throughout the book.

TRENTON, N.J. - Sales of Johnson & Johnson pain relievers are collapsing as a string of recalls appears to have made consumers wary of once-sterling brands Tylenol and Benadryl.

An eighth recall, announced Thursday, could worsen consumer reaction. That wariness and the huge amount of products pulled off store shelves together look to be costing J&J tens of millions of dollars per month.

Thursday's recall by Johnson & Johnson's McNeil consumer health care unit covers 21 lots of products, including Children's Tylenol. Those were recalled because of a musty or moldy smell, extending a large Jan. 15 recall tied to a nauseating chemical on shipping pallets.

The company said the new lots were added to the recall as a precaution after an internal review found those lots had been on the same type of wooden pallets.

An April 30 recall of more than 130 million bottles of children's and infants'liquid medicines involved products J&J said "may not meet required quality standards," might contain tiny metal particles or might have too much active ingredient.

The string of recalls is an embarrassment for a company that set the standard on how to do it correctly when it rushed to pull bottles of Tylenol - deliberately poisoned by someone who was never caught - off store shelves in the early 1980s.

This time, the culprit appears to be a lack of internal quality control. That's harder to forgive, particularly given that the public has little tolerance for mistakes or carelessness involving products for children, said analyst Steve Brozak of WBB Securities.

Erik Gordon, a professor and analyst at the University of Michigan's Ross School of Business, said J&J has been too conservative about replacing those responsible.

"Heads should have rolled" and longtime CEO Bill Weldon should be taking responsibility, Gordon said. "If I were on the board, I think I would be looking for his resignation."

Weldon has turned the gold standard for handling an unsafe product "into the tin standard," he added.

Data from market research firm SymphonyIRI you Group show sales of New Brunswick, N.J.-based J&J's pain reliever pills fell 56 percent in the four weeks ending June 13, compared to a year earlier.

Its figures show that U.S. sales of pain-relieving tablets, gelcaps and other types of pills, including multiple strengths of Tylenol and Motrin, plunged to $20.9 million in that four-week period, putting the company behind rivals Bayer Consumer Health and Wyeth Labs. Sales of private-label, or store brands, benefited the most from Johnson & Johnson's fall, jumping 23 percent to $51.9 million.

Meanwhile, sales in the smaller category of liquid pain relievers, such as Children's Tylenol, fell 96 percent, to just $630,000. Those figures do not include sales at Walmart, gas station stores and club stores.

Together, that amounts to tens of millions of dollars in revenue lost in just one month - and a big hit to the reputation of the maker of iconic products such as Johnson & Johnson's baby shampoo and Band-Aids.

NEW DELHI: This will make you choke on your cold drink. Delhi Police busted a gang on Friday that was manufacturing fake aerated drinks in Meet Nagar in northeast Delhi and supplying them to various areas in the city, primarily north and northeast Delhi and Ghaziabad.

Fakes of major soft drink brands were found during the raid which happened barely a month after an unsuccesful raid on a similar suspected racket operating in the same area, claimed residents. What is even more worrying is that several other gangs may be involved in this racket.

``The gang was also manufacturing drinking water pouches, possibly for sale in Haryana. We are taking adequate steps for preventive action,'' Delhi health minister Kiran Walia said.

``We conducted the raid at 8.30am after we received a tip-off. We have seized over 2,000 bottles and many bottles of chemicals. Four persons, besides two juveniles, have been arrested. A case of infringement of Indian Copyright Act, 1957, and Patents Act, 1970, has been filed against the accused. The gang supplied these bottled drinks primarily to east and northeast Delhi as well as Ghaziabad, claimed police sources. ``The gang members would sell it to some dealers who would in turn sell it to retailers,'' said a senior police officer. They would mix the chemicals with sugar and water and bottle the solution in original glass bottles of well-known brands, claimed an SDM official.

To discover genes involved in nitric oxide (NO) metabolism, a genetic screen was employed to identify mutants defective in NO accumulation after treatment with the physiological inducer hydrogen peroxide. In wild-type Arabidopsis thaliana plants, NO levels increase eightfold in roots after H^sub 2^O^sub 2^ treatment for 30 min. A mutant defective in H^sub 2^O^sub 2^-induced NO accumulation was identified, and the corresponding mutation was mapped to the prohibitin gene PHB3, converting the highly conserved Gly-37 to an Asp in the protein's SPFH domain. This point mutant and a T-DNA insertion mutant were examined for other NO-related phenotypes. Both mutants were defective in abscisic acid-induced NO accumulation and stomatal closure and in auxin-induced lateral root formation. Both mutants were less sensitive to salt stress, showing no increase in NO accumulation and less inhibition of primary root growth in response to NaCl treatment. In addition, light-induced NO accumulation was dramatically reduced in cotyledons. We found no evidence for impaired H^sub 2^O^sub 2^ metabolism or signaling in the mutants as H^sub 2^O^sub 2^ levels and H^sub 2^O^sub 2^-induced gene expression were unaffected by the mutations. These findings identify a component of the NO homeostasis system in plants and expand the function of prohibitin genes to include regulation of NO accumulation and NO-mediated responses.

In the case of hypoxia or anoxia, it is clear that nitrite serves as a substrate and is reduced to NO by nitrate reductase, mitochondria, or acid-catalyzed reactions (Yamasaki et al., 1999; Desikan et al., 2002; Rockel et al., 2002; Bethke et al., 2004; Tischner et al., 2004; Gupta et al., 2005; Planchet et al., 2005). Under normoxic conditions, however, the mechanisms and genes have not been resolved, but chloroplasts (Gas et al., 2009) and peroxisomes (Corpas et al., 2009) play a role.

Root architecture results from coordinated cell division and expansion in spatially distinct cells of the root and is established and maintained by gradients of auxin and nutrients such as sugars. Auxin is transported acropetally through the root within the central stele and then, upon reaching the root apex, auxin is transported basipetally through the outer cortical and epidermal cells. The two Gbg dimers of the Arabidopsis thaliana heterotrimeric G protein complex are differentially localized to the central and cortical tissues of the Arabidopsis roots. A null mutation in either the single b (AGB1) or the two g (AGG1 and AGG2) subunits confers phenotypes that disrupt the proper architecture of Arabidopsis roots and are consistent with altered auxin transport. Here, we describe an evolutionarily conserved interaction between AGB1/ AGG dimers and a protein designated N-MYC DOWNREGULATED-LIKE1 (NDL1). The Arabidopsis genome encodes two homologs of NDL1 (NDL2 and NDL3), which also interact with AGB1/AGG1 and AGB1/AGG2 dimers. We show that NDL proteins act in a signaling pathway that modulates root auxin transport and auxin gradients in part by affecting the levels of at least two auxin transport facilitators. Reduction of NDL family gene expression and overexpression of NDL1 alter root architecture, auxin transport, and auxin maxima. AGB1, auxin, and sugars are required for NDL1 protein stability in regions of the root where auxin gradients are established; thus, the signaling mechanism contains feedback loops.

Root architecture, which is the combination of root length and the position and density of lateral roots, is influenced by intrinsic and environmental signals and has become a model for studying developmental plasticity (Malamy, 2005). Market's owner vents his fury

A ROW centred on a boycott of an independent indoor market in Clifton set up to help fledgling businesses is turning increasingly bitter.

As reported in the Evening Post, anonymous residents upset at plans to build student accommodation at Woolies on Blackboy Hill organised a petition calling on local people to shun the market.

The boycott has been met with a furious response from co-owner George Wysocki - who in a stinging rebuke branded the objectors "poisonous" and "snivelling cowards".

The protest started three weeks ago and many of the stall- holders, which range from a florist to a fresh fish-merchant, say their livelihoods are in danger of disappearing.

The building, a former Woolworths branch, is owned by Endless Property, a company run by Mr Wysocki and fellow Clifton businessman John Skinner.

Stallholders held a meeting with residents last week but it appears that shoppers are still shunning the market. Endless Property bought the building last year and say the intention always was to turn part of the building into flats for students and hospital staff.

Mr Wysocki launched a attack on the petitioners in an angry letter to the Post.

He said: "We examined every aspect of the development and hit upon the solution of providing an exciting indoor market with a mix of traders along the lines of St Nicholas Market. The response was overwhelming and the demand for space far exceeded what was available."

It therefore saddens me to see a few residents carefully remaining anonymous, while writing their poisonous boycott letters, seeking to destroy the livelihoods of all these wonderful people, some of who have invested their life savings in this new venture."

"Being small businesses we are unable to ride out any prolonged absence of customers and this is really difficult for us. I urge local people to continue supporting this fantastic haven of small businesses in the ever-growing streets of supermarkets and estate agents."
